Abstract

The National Health Service consumes some 11–12 per cent of public spending resources (HMT, 1988), and the outputs of the NHS affect us all intimately. So the NHS never lacks controversy. There has been much discussion of funding questions and the role of the private sector, but these matters are addressed here only insofar as they bear on a third: the attempt to introduce an approach to the running of the NHS based on greater accountability and with a clear recognition of the importance of financial management. In turn a key aspect of this approach has been the more systematic appraisal of options.
