Abstract

Virtually all thinking on armament and disarmament is based on the deterrence concept and, as many of us suspect, this may be one reason why disarmament efforts have been so barren. They have degenerated into arms control talks and into an accompaniment to the arms race, seemingly designed to legitimise and help it along rather than to impede it.
