The Political Institutions of World Society
The functional bodies which we have been considering, however, have never been regarded as the institutions of greatest importance, either within states or among them. They have generally been seen as peripheral elements within a wider political system: component parts of a structure dominated by more central institutions, of wider authority than any of these could have, essentially political in character and purpose.
