Abstract

The juvenile justice strategies advocated by reformers in the 1960s stressed the need for state intervention in the social predicament of the ‘delinquent’ and professional intervention in his psyche. Welfare and treatment were the weapons with which this assault upon the causes of juvenile crime was to be mounted. The problem of delinquency was located in social disadvantage, and its solution in social reform and social treatment.
