Abstract

There are three targets for criticism in a bureaucratic structure when things go wrong — the individual worker, the organisation and the management. In social services, individuals have been called to account — sometimes in the fire of a public inquiry; organisations have changed, changed and changed again; and both the structures used to deliver services, and management have come under attack. The absence of consensus will be evident from the preceding chapters, and the attacks have come from diverse sources, sometimes mutually exclusive.
