Abstract
Seen in broad terms, the position of the State Council (as the cabinet is officially known) within the Finnish political system is governed by three constraints — namely the prominent position occupied by the President of the Republic, the strong bureaucratic tradition typical of the country’s central administration and Finland’s fragmented multi-party system.
