The most important feature of China’s urban economic policy in the 1980s has been the move away from central planning towards economic reforms which have introduced a limited degree of market forces and competition. To understand and assess these changes, it is necessary to know something of their background and rationale. The chapter therefore begins with a summary of the economic planning system developed between 1949 and 1978. The problems encountered during this period and the rationale for economic reform are also analysed.
