Abstract
The link between urbanisation and local government was central to the Victorian local government structure. The twin Local Government Acts of 1888 and 1894 recognised the town unit as deserving of its own local authority, whether designated as county borough, municipal borough or urban district. These Acts consolidated earlier legislation including the Borough reforms of 1835, and the creation of urban and rural sanitary districts in the 1840s-1870s. Indeed, the recognition of towns can be traced back much further with the granting of charters and of parliamentary representation.
