Abstract

The question of ‘Black youth’, and more specifically the position of young Blacks in the labour market and in relation to the police, has become one of the central issues in the development of race relations policies over the last decade. Numerous government reports, media reports and academic studies have looked at specific aspects of the experience of being young, Black and marginal in contemporary Britain (John, 1981; Troyna and Smith, 1983). Moreover, the riots of 1980 and 1981 served to highlight and give a measure of the depth of socio-economic marginalisation, the web of police harassment, and anger, which make up the everyday reality of young Blacks in and out of the labour market (CCCS, 1982; Benyon, 1984).
