Abstract

This chapter outlines the programme of reforms with which the third Thatcher government elected in 1987 intends to restructure local government. It discusses the nature of the Conservatives’ attack and suggests that it has a certain, if limited, ideological coherence. A third section in the chapter examines the implications of the reform package for the future role and organisation of local government. The final section provides a vision of what elected local government’s role should be, which stands in stark contrast to that promoted by the Conservatives. By drawing on the experience of some, predominantly Labour authorities during the 1980s, we argue the case for local authorities to take on a role as basic units of community government.
