Abstract

The initial response of the people to Amin’s regime varied according to region. In Central Region, where support for Obote had been fragile, the downfall of the old administration was greeted with jubilation. In the rest of the country, as in large sections of the Army, there was considerable apprehension. From the start the regime was faced with the critical problems of acceptability and legitimacy.
