Abstract

The task allocated to me, to present a European view, is more difficult than that of my colleagues who could, it is true, present divergent viewpoints from the United States, the United Kingdom and the Soviet Union, but in each case the perceptions are those prevailing in a single country. Moreover, for the USA and USSR it is the viewpoint of the main actors on the international scene. On the other hand, since Europe is defined as the region which extends from the Atlantic to the Ural Mountains, I would have to deal with a large number of countries, where viewpoints and perspectives often differ widely.
