Abstract
In March 1985 Mikhail Gorbachev inherited an economy that was growing too slowly for his, or any other Soviet leader’s, comfort. It is this lack of economic dynamism that is the central issue for Soviet economic policy.
The author is indebted to participants in the SSEES Conference, and to Tamas Bauer for comments on an earlier draft.
