Abstract

The [recent] tragic accident at Union Carbide India Ltd’s (UCIL) pesticide plant at Bhopal, and the gas explosion in Mexico City, highlight the necessity of employing stringent safety precautions in the chemical and allied industries. These include early warning devices, emergency plans, risk analysis, etc.—but measures can only be taken to reduce the probability of such accidents occurring: some element of risk will always exist.
