Abstract
The above quotation, used by William Beveridge in the preface to his book Voluntary Action (1948), indicates a central dilemma of policies on long-term unemployment. How far to ‘blame the victims’ and introduce remedial treatment to deal with their defects, whether inherent or acquired; or how far to focus action on the labour market, through either increased or reduced government intervention, depending on one’s view of political economy.
