Abstract
‘China; is it an international power?’ My answer to that is ‘Not really, not for a long time’. Since that is, on the whole, a minority position, I have justification for what will follow. But before I expand my argument I should explain that I have been to China only twice in my life, though for reasonably long periods. I follow the affairs of China with interest and in many ways with affection and admiration. I do not speak or read Chinese and I am not one of that breed known as Sinologists, men and women capable of spending a day up to their ears in the People’s Daily and the Reference News.
