Abstract

It is a paradox that, in protecting a society from violence or coercion, it may be inevitable on occasions to restrict civil liberties in order to preserve them. This is accepted by the majority, indeed by an overwhelming majority if the violence is lethal. Violent demonstrations in democratic societies are disliked, and terrorism is detested.
