Abstract
No one who has lived through a revolution, or even a temporary collapse of order in a city, will have any doubts about how slender is the bulwark between civilization and chaos. The past ten years have seen many horrifying examples, such as the disintegration of Lebanon, Nicaragua and El Salvador into prolonged civil war and the sudden crumble of the Shah’s regime in Iran in 1978–79 leading to one of the most totalitarian and bloodthirsty tyrannies in the world.
