Chemical Weapons Verification
Mutually accepted and adequate verification mechanisms which would assure compliance with the provisions of the projected Convention banning chemical weapons has been the major stumbling block to the conclusion of such a Convention. Despite the great variety of proposals presented over the years in the CCD and CD, there are still distinct differences of opinion with respect to the extent of intrusiveness which must be allowed in the process of verification, the role of international inspectors, the role and nature of what is called national verification, and whether verification should be systematic continuous, systematic non-continuous, regular, random or by challenge, or any combination of these.
