Prevention of the Militarisation of Space
In the context of strategic stability — to say nothing of the overall global military situation — it is difficult to determine the role of satellites in simple terms. On the one side, space systems of reconnaissance, early warning, communication, navigation and so on, contribute to stability and the retaliatory capability, and serve as the key element of national technical means (NTM) of verification of arms limitation agreements. On the other hand, space systems — especially in view of the technological achievements embodied in the latest generation of American reconnaissance, navigation and communication satellites, as well as in the light of the new strategic programmes and military doctrines of the USA — can be used for a first nuclear strike; in particular, for enhancing counterforce capability, with the objective of waging a limited and protracted nuclear war.
