Brixton — a Re-Statement of Principles
One of the two principles of policing identified by Lord Scarman in his Report on the Brixton Disorders,1 namely, ‘consent and balance’, must be viewed in the context of policing generally but it will assist an understanding of this principle if we examine the conclusions reached by Lord Scarman and the evidence on which these conclusions were based.
