Abstract

The last chapter presented a macro framework for basic needs. The framework permits a more organised analysis of some of the issues that arise in planning for BN. This chapter looks at two of these, in the light of the discussion of the framework: first, a ‘target-planning’ approach to BN; secondly, identification of policies for BN.
