Abstract

Eight years ago the present author and the present Chancellor of the Exchequer published an analysis of decision-making in government (The Power Game, Macmillan, 1976). One of the generalisations hazarded in the conclusions was that Prime Ministers with an election triumph under their belts start with enormous authority, but that ‘it wears with use, and still more with abuse’. In this, as in so many other respects, Mrs Thatcher was an exception to the rule.
