Abstract

This paper is concerned solely with the so-called ‘technical’ or ‘objective’ risks associated with urban transportation of irradiated fuel, meaning the risks of such things as adverse physical health effects or costs associated with decontamination operations. It is not addressed to other ‘subjective’ effects which are associated with the way the risk is perceived, for example the psychological effects of anxiety. This limitation is imposed with no intention of belittling the importance of psychological impact, either in its direct impact or in its implications for risk or terrorist attack; rather, it is used to obtain an answer to a part of the problem that is amenable to analysis and also is an essential starting-point for the education processes that should occur to ensure that the psychological impacts are no more, nor less, than what the ‘objective’ situation warrants.
