Abstract

Penology and the treatment of offenders are wide and complex subjects which lie outside the scope of this book except in the context of their impact on the work of the courts. They come within the domain of the Home Secretary rather than of the Lord Chancellor. This chapter is therefore concerned with the subject principally from the viewpoint of the sentencer.
