Abstract

Traditionally unemployment has been regarded as a national rather than an international problem. If it aroused concern at all, it was seen as a matter to be coped with by individual governments. Even this is a fairly recent development, dating back little more than fifty years. Before that, unemployment was seen as an act of God, beyond the control of any human authority.
