The European Monetary System — Past Developments, Future Prospects and Economic Rationale

Abstract

There have been several proposals to develop a European Monetary Union, parallel to the political integration and freeing of trade within the EEC which has so far taken place. This is generally seen as the logical third component of greater European integration. There is a European Parliament; goods and labour mobility is intended to be as free within Europe as it is within one country; should there not also, then, be a common monetary system? The latest attempt to achieve this is the European Monetary System (EMS), launched on 13 March 1979, following planning and discussion initiated by Roy Jenkins in his 1977 Jean Monnet Lecture. The system has thus been in place for a little over three years.
