Abstract

It would be quite impossible to design a ‘model’ adjustment programme which would be well suited to any system facing adjustment pressures. Economic systems are sufficiently diverse, and the relative importance of the traded goods sector sufficiently different, to make such an exercise meaningless. What we can do, however, is conclude by identifying the specific role that trade policy may be able to play.
