Abstract
In the process of producing a second edition of this book, a number of alternatives were available. The first was to make no changes whatsoever, the second was to undertake a complete updating of all the chapters, and the third was to write a brief postscript that attempted to bring certain key issues up to date. It is the third option which has been adopted. Certainly since the book was initially written a number of significant developments have taken place. Not least amongst these has been the publication of the Brandt Report in 1980 which has served to bring many aspects of the so-called New International Economic Order into more general public debate.
