Abstract
The great inner city initiative, launched by Peter Walker and brought into reality by Peter Shore, is at a critical point in its development. It can either go forward to become a new and distinctive form of public intervention effectively combining for the first time both central and local government, or it can simply be absorbed without trace into the existing bureaucracies.
