Abstract

For many outsiders, for new Members and even for some very senior and experienced Members, the procedure of the House appears to be fantastically complicated, archaic and full of legal fictions. On the other hand, the more observant Members will have noticed that almost all the recent attempts to reform Parliamentary procedure have tended rather to make it more than less complicated, and in many cases have had the effect of transferring power from the House of Commons to the Government.
