Abstract
The problem of selecting and establishing an international secretariat had scarcely arisen before the League of Nations was founded. There were a few bodies for which multinational staffs had to be found before that time (for example the Rhine and Danube Commissions and the Universal Postal Union), but the numbers involved in these cases were tiny, and usually it was only a question of seconding temporarily a limited number of people from existing government services.
