Abstract

The purpose of this paper is to examine a familiar problem, that of the dilemma of rights between the producer and the broadcasting organisation. I take one set of events which occurred in one western broadcasting system in the early part of the 1970s as an exemplar of a general problem; like all studies of one situation intended for consumption in other national settings, it faces problems of valid comparison.

Originally a research paper requested by the Annan Committee and commissioned by the International Institute of Communication, London. It appears in the Report of the Committee on the Future of Broadcasting, Appendices E-1, Cmnd. 6753-1, August 1977.
