Abstract
The White Paper, ‘Land’ (Cmnd 5730), stated in September 1974 that the local administration of the proposals it made would require 12,750 extra staff, while the central administration would require a further 1400. This in itself militated against the immediate implementation in full of the principles enunciated in the Act which followed in 1975 — the Community Land Act.
