Abstract
The Central Policy Review Staff was established by Edward Heath in 1970 and abolished by Margaret Thatcher in 1983. The CPRS, or Think Tank, represented a deliberate approach to the problem of ‘the hole in the centre of British government’, that is, the apparent lack of support and advice to the Cabinet and more especially the Prime Minister, in particular the furnishing of independent appraisal of departmental proposals, and forward or strategic thinking.
