Over five years have passed since the former USSR declared a policy for conversion of military technology. Soviet defense industries had achieved a high level of development (as compared to civilian branches of the national economy), and the first phase of conversion was accompanied by euphoria. It was believed that the defense industries would manage to revolutionize the national economy within a few years. So far, however, the results are far from what had been expected.
