An introduction to making calculated choices

This chapter introduces the book and discusses the merits of impact assessments. After articulating the general objectives and discussing a simple example, a comparison will be made between the impact assessment model and classic cost-benefit analysis. In addition, the model will be positioned within the framework of evaluation research, given that impact assessments are in fact a form of multi-criteria evaluation. Finally, the steps of the model will be dealt with.
