In Chapter 1, we noted that the UK Compliance Cost Assessment (CCA) system was inspired by, if not closely modelled on, the practice of Regulatory Impact Analysis (RIA) in the US. This chapter provides a detailed examination of the American experience, comparing it with the British system.
