Abstract
MECAS was founded only 50 years ago and by authorities which were accustomed to put things in writing. It is sad and curious, therefore, that many, perhaps most, of the contemporary files are missing from the PRO. Ironically, in a world where historians can produce the account books of medieval monasteries, it is impossible to give an exact and documented record of the process by which a quite modern institution came into operation.
