Abstract
The Disabled Persons Act 1986, the Children Act 1989 and the National Health Service and Care in the Community Act 1990 place a responsibility on statutory providers to deliver services that reflect the rights, interests and needs of service users represented by themselves or by people advocating on their behalf (Gosling 1992).
