Abstract

The paper questions the effectiveness of some aspects of the processes of privatisation and restructuring in achieving the objective of transforming state enterprises into modern successful companies. It focuses on the role of foreign investment in these processes, and it underlines the crucial importance of coherent national industrial policies or strategies. It draws extensively on the work undertaken within the secretariat of the United Nations Economic Commission for Europe, in particular, the Economic Survey of Europe in 1992–19931), its studies relating to foreign direct investment and privatisation in the countries of eastern Europe and the results of a number of workshops which have been organised with the assistance of the ECE and which have dealt with strategies for enterprise restructuring, privatisation and industrial policy.
