Abstract

In 1789 the revolution in France overthrew the monarchy; two hundred years later some of the same ideas that had animated that revolution inspired populations in Eastern Europe to overthrow the communist regimes in that had been in power since World War II. The revolution of 1989 in Eastern Europe, coming as it did on top of the U.S.-Soviet accommodation, the changes in Soviet domestic and foreign policies, and the opening of the talks on conventional force reduction in Europe, changed not only the political climate but the strategic landscape of Europe as well.
