Abstract
I have shown in this work that there is a complete lack of consensus in the literature on the understanding both of development problems and of approaches toward resolving them. This state of affairs in development studies has subsequently affected decision-making in development planning, development co-operation between the North and South, at the levels of national states, and in their supportive development organizations. J.P Lewis writes on this state of development knowledge:1 “There is a great deal of this basic pessimism, disillusionment, anomie in the air these days about the very do-ability of development promotion”.
