Abstract
Our objective in this volume was to examine a range of issues involving de-escalation and confidence-building. In particular, we addressed the following questions:
-
What roles can or should confidence-building measures play in nuclear crisis de-escalation?
-
Have these or other measures been useful in the de-escalation of past crises or in the termination of conventional wars?
-
Do Soviet and US views, including those of military leaders, differ about the utility of CBMs?
-
How might behavioral factors influence de-escalation?
-
Are CBMs likely to become more or less useful as force structures are changed?
-
Can we apply the lessons from de-escalating US—Soviet crises to non-superpower crises?
