Abstract
When you start a new job it takes time to learn the procedures, systems, skills and conventions; it takes time, too, to get to know the people and build the business relationships. You cannot sweep in like a ferocious new broom and alter everything at once. This is true even when you have some experience and have been given the job of creating a new department or section.
