Abstract
Software is an important positive part of America’s position in international trade. A study by the United States International Trade Commission (ITC) estimates that in 1987 almost 40 percent of U.S. software developers’ revenues came from foreign sales.1 Indirectly, computer software contributes to the efficiency of other businesses and manufacturers competing in international commerce.2
