Abstract

Conditionality has undergone several stages since the private borrowing boom to less developed countries (LDCs) in the 1970s. Initially it was virtually ignored as banks sought clients for their mass of oil-related deposits. In this highly-competitive period loans were a product which required marketing. This particular feature combined with the ‘herd’ instinct displayed by bankers overrode serious consideration of the conditions under which borrowers took loans.
