Abstract

In a very low-key announcement in September 1988, the Home Office released statistics showing that immigration to Britain rose in the past year, ending a ten-year trend of steady decline. Admissions in the year to June 1988 were 46,600 compared with 45,300 in the previous year. The increase was the expected result of minor changes in the regulations.
