Abstract

Revelations about cruel or neglectful treatment of the elderly in a tiny minority of residential homes, in both the public and the private sector, continue to be made with depressing regularity. Typically, the media’s response is to seek out individuals to blame for these abuses, and to personalise what has happened in strongly-worded attacks on the activities of named persons.
