Abstract

Economic policy cannot be pursued in a vacuum; on the contrary it must be placed in its proper context and shaped, taking account of the circumstances and the targets that have been set. It is therefore difficult to discuss the pursuit of fiscal policy to the end of the century without, first, outlining the economic background against which specific fiscal policy should be designed and applied and, second, defining broadly the long-run target to be met.
